Try gradually adding weight to the machine by placing objects on it*. If this stops the wheels from slipping, you will need to purchase and install additional ballast.

* Always pay close attention when placing objects on the machine: make sure they are securely fastened and cannot move. NEVER use people or animals as additional weight, and in any case, do not exceed the machine's load capacity limits as indicated in the use and maintenance manual.
